- It is a budget buster, sidestepping budget limitations imposed by sequestration. The bill would use
the overseas emergencies account as a “slush fund” to avoid budget restrictions. Ironically this is the exact fund needed ot deal with the kind of events the GOP is hounding at today’s Benghazi hearings. - It restricts transfer of detainees being held at Guantanamo Bay.
“The president believes that the men and women who serve in our armed forces deserve adequate and responsible funding, not through a gimmick or not through a slush fund but one that would — could withstand scrutiny,” said White House spokesman Eric Schultz.
