His name is Jon Burge. He was a cop. He tortured people, most of them blacks, to coerce confessions from suspects, including innocents. Today the City of Chicago — which has already paid over $100 million in legal expenses and settlements for police brutality — agreed to pay $5.5 million to 80 of Burge’s torture victims. Burge was fired in 1993 and went to prison for perjury, but gets a $4,000-a-month police pension.
