My thinking is this: If you make a citizen’s arrest, you’d better have the culprit, and should face serious legal consequences if you detained an innocent person. In this case, if this isn’t the stolen bike, this vigilante should be charged with a hate crime; but even if it is the stolen bike, he should be charged with assaulting a disabled person, and this 24-year-old special-needs man’s guardian should sue the daylights out of him.
