Judge:Florida Legislature Has Tuition-Setting Power

Tuition To Be Set By the Legislature

A state judge ruled on Thursday that Florida’s Legislature has the authority to set tuition for its 11 public universities, dealing another setback to a former governor and U.S. senator, Bob Graham, who had led a lawsuit seeking to give tuition-setting power to the university system’s Board of Governors. Mr. Graham had pushed for the creation of the board in 2002, as a means of insulating the universities from political pressure and giving them more financial autonomy. His lawyer told the Associated Press that he planned to appeal the ruling. For its part, the board initially joined the lawsuit when it was filed, in 2007. But this year the board withdrew from the case after striking a deal with the Legislature to split the power to set tuition.
