Howard Dean’s Oped in the NY Times Promotes
Ranked Choice Voting.
The headline makes it seem like a proportional voting is a narrower issue than it really is. Proportional voting would create more partisan and racial diversity on city and county council and school boards. District elections may create more elected diversity, however only if enough voters live in segregated districts. At large elections mean that majority of 50% +1 are the only group that is represented. Other parts of the country are far ahead of Washington.
We need a new Washington Voting Rights Act that includes incentives for councils and boards to adopt proportional voting systems.
