At a minimum, James Comey has lost control of the FBI.
Restoring trust is urgent. It must be done indpendently of the Clinton Administration.
If Comey is as good as President Obama says, then the FBI director needs to declare that HE is requesting help from an outside agency to investigate and report what has gone wrong inside the FBI.
Perhaps President Obama could create a special task force chaired by a Republican who is beyond reproach, Colin Powell or James Baker come to mind. Or, the President could ask Vice President Biden, as President of the Senate, to create a bipartisan team of Senators to do a special investigation. Biden could chair it himself or ask Colin Powell to act as chair. Possible members include Orin Hatch, John McCain, Susan Collins, Patty Murray, Dianne Feinstein, Bernie Sanders, Cory Booker,,, all partisans but all highly respected.
Other names of highly respected leader might include Tom Ridge, former head of the Homeland Security, James Dempsey, former Chair of the Joint Chiefs of Staff, Mitt Romney, John Kerry, or David Souter.
