All of this is not new. Not invented by Trump. It has been part of government policy to help farmers from the very beginning of the Republic, and certainly since we got around to having an agricultural department.
Of course the majority of that aid is not going to go to family farmers, nope it will end up going to big ag. Again Trump had little to do with that, though he has used the programs to his political advantage, something no other President has ever done. (At least since Carter.)
