    The problem is that what Mulvaney said was generic and referred to how nations do foreign policy. Usually a quid pro quo is involved. You do this and we will do that. Nations do not do anything out of the goodness of their hearts. Aid gets held up by the White House and State a;; the time, Obama held up aid to Ukraine. The aide is military aide. The receiving nation never receives those funds. They go to American firms building military equipment and that gets shipped to the receiving country. The military industrial complex can survive a delay of aide going to Ukraine.
    Odd how no one has pointed to an actual statute. Just a general principle that when Congress approves funds they go to where Congress wants them too. If they funds go there eventually the law has not been broken, Nor has it been broken for instance if te Ukraine’s decided to have their own industry build their own weapons of war, rather than receive same from the US. And sometimes the money just does not get spent. It is a great sin when a department like agriculture does not spend all the money appropriated or has to rush to spend it all before then end of the fiscal year. That way the congressional tooth fairy leaves the same or a bit more under next years pillow. If not you may get less and all the other departments know it and those children will tease the hapless administrator about the hazards of being frugal in Washington.
