Authorities have named Sayfullo Habibullaevic Saipov, 29, an Uzbek immigrant, as the assailant who drove a Home Depot rental truck on a bicycle path for 4 blocks, then rammed a school bus in street traffic, before being shot by police in Lower Manhattan Tuesday afternoon. He’s in custody and recovering from surgery. NYC Mayor Bill deBlasio called the incident “terrorism,” but NY Gov.
