Baltimore police, acting on a citizen tip, arrested a man who apparently was planning attacks against government offices and public officials. Police were alerted by a shopper on Saturday who overheard the man talking to himself. When police questioned him, he claimed to “own” the government and said he could “kill everybody.” They found guns, a map with circled locations, and names and addresses of targeted individuals in his car. The man apparently has mental problems and can’t legally possess guns because of a prior firearms conviction. A judge denied bond, and police said the citizen tip may have prevented a mass shooting.
