Is this a nuke?

This explosion happened in Homs, Syria, in August 2013. At least two others like it have been reported in Syria’s civil war. Some conspiracy theorists attribute them to Israeli tactical nuclear strikes against Assad’s forces. Others argue these explosions lack nuclear signatures — no white flash, no radiation. My opinion: This explosion is too big to be from an artillery shell or bomb made of conventional explosives, but it could be an ammo dump getting hit. If anyone used tactical nukes in Syria or Ukraine, wouldn’t the press report it, and wouldn’t there be an outcry from numerous governments? But it does superficially resemble a small nuke in appearance.
