The Spokane police department’s body camera experiment has begun with a thud. A cop who shot a domestic violence suspect after a car chase was 
wearing a body camera, but there’s no video of the shooting because the camera was turned off. Cameras, like medications prescribed by your doctor, don’t work if you don’t use them.
