Assault on Education Continues; New Bills Referred to Committee

Two new bills were introduced this week that would dramatically change standard practices in  higher education in Washington State.

HB 2049 (Zeiger R-25) establishes a new higher education performance advisory council to make recommendations on changes in higher education governance to the HECB/SBCTC according to the 10-year higher education strategic master plan.  The council would consist of four representatives, and would not include faculty or require consultation with faculty.

SB 5915 (Kilmer D-26) involves higher education tuition setting authority, granting the institutions autonomy to set their own rates from 2011-2019 based on legislative performance outcomes for degree completion rates. Two more arfe coming to the Senate.

SB 5636 (Haugen D-10) Concerning the University Center of North Puget Sound, was sent to the House Rules Committee waiting to be heard on the floor.

SHB 1822
(Kenney D-46), Establishing the first nonprofit online university, received a do pass recommendation from the Senate Committee on Higher Education & Workforce Development on Monday, Mar. 21, and is now in the Rules Committee. DAMAGE DONE!

2SHB 1909 (Reykdal D-22), Promoting innovation at community & technical colleges, received a do pass recommendation in Senate Ways and Means and is now in the Rules Committee waiting to be sent to the floor.

SSB 5442
(Shin D-21), Requiring the development of three-year baccalaureate programs, was sent to the House floor and passed 91-3 and is now awaiting signature of the Governor.
