One BIG issue here may be that WAstate voters are not taxed as individuals, we have a sales tax. Sp calculating this for our State would mean asking for a statewide increase in the sales tax.
It would make a LOT more sense to replace the B&O tax, a very bad tax, with some sort of more rational corporate tax and point that specifically at higher ed since the argument for the UW and its sisters as economic engines is very real!
